NTSB Factual Report Analysis
An NTSB investigation produces a substantial factual record: group chairman reports, specialist studies, wreckage diagrams, powerplant and structures examinations, and recorded flight data. That record is frequently the starting point for civil litigation. It is not, however, self-explanatory, and the Board’s own analysis and probable cause findings occupy a different evidentiary position than the underlying factual material.
Scope of Review
• Review and interpretation of NTSB factual reports and group chairman reports
• Analysis of specialist studies, including powerplant, structures, systems, and airworthiness
• Independent evaluation of recorded radar, ADS-B, and flight data referenced in the docket
• Identification of factual gaps, untested assumptions, and alternative failure hypotheses
• Correlation of Board findings against physical evidence and maintenance documentation
• Translation of technical findings into clear, defensible written opinion
